complained of that the Chinese in question went to Chile on board the Japanese steamer Rakuvo 'faru on the 13th December, 1921 after having complied with all the regulations concerning passports, etc., ia totally fales so far as it accuses this Consulate of issuing documents to them.

In confirmation of this I have before me a letter from

the agency of the Toyo Kisen Kaisha in this city addressed to me in answer to mine in my endeavours to get at the bottom of this matter, which states that no passengers of chinese nationality left this port for Chile by the Rakuyo Maru on the 13th December, 1921.

that legal preceedings be taken sæinst those individuals instead of formal ating gross and unfounded sherges against the good

nase and reputation of a foreign Goverment and its Consul.

While I do not wish to believe that the proceedings

of the Chinese Chamber of Commeras relating to this matter are

due to any animosity towards the Consulate for Chile in Hongkong, itá seems very strange that the Chamber scoepted as true the very

serimus allegatione contained in the letter read out at the

meeting without making sareful enquiries,
